Green Oak Solutions a leading
developer of environmental and sustainability software solutions
today announced the signing of a strategic partnership agreement
with Sinosoft Technologies (Sinosoft) a China-based developer and
provider of software and IT solutions to Chinese regional and
national government agencies and exporting enterprises.
The agreement
will involve Green Oak collaborating with Sinosoft and existing
partner NorthgateArinso UK Limited ("Northgate"), to develop carbon
management solutions that will be marketed to government and
private customers in PRC.
The solutions
will be based upon Green Oak's carboncheck software and
will incorporate Northgate's PROIV technology to produce scalable,
enterprise carbon management solutions that will be suitable for
the Chinese market. The group will also seek to work with
certification companies to verify the carbon data produced from our
carbon management solution and thereby potentially enable customers
to trade their carbon credits on global exchanges.
Following the
announcement of this partnership agreement, Sinosoft is expected to
start bidding for projects at the municipal government level on
behalf of the consortium. The collaboration brings together a
powerful mix consisting of Green Oak's experience in developing
environmental and sustainability solutions with Sinosoft's
knowledge and experience of delivering enterprise solutions to the
Chinese market coupled with Northgate's global brand, technology
and support capabilities.
The carbon
emission monitoring market is an area of great potential following
support from China's Premier, Wen Jiabao during the 2009 EU-China
Summit to address climate change issues. This was reflected in the
formation of the National Energy Commission ("NEC") on 27 January
2010 which provides clear guidelines and dates for low carbon and
environmental improvement projects. It is possible that following
formation of the NEC, formal legislation will soon be passed to
impose carbon reduction targets in the private sector.
Consequently, carbon emissions monitoring mechanisms will become
essential for regulators and local governments.
